After having a quick look around the net i think this is Vanda 'Princess Mikasa Blue' fits all the criteria flower size is bit bigger most say flowers upto 3 inches mine are closer to 4 inches.
It will bloom 3 - 4 times a year for you.
The growers are Anco based in the Nederlands and now i have had a quick look at there site it could be a 'Royal Blue'
I still have a feeling it is more a Asco. The leaves do not look like a Vanda. Anco does have a lot of Asco in their assortment. Any way it is very pretty.

Your plant is not a Vanda, it's an Ascocenda. The cross is Ascocenda Royal Sapphire x Vanda coerulea. Royal Sapphire is V. Waianae Blue x Ascda. Yip Sum Wah. "Blue" is not a clonal name. Ascda. Princes Mikasa can bloom blue or pink. Growers divide them in separate groups for buyers to know, most prefer the blue colored ones. This plant is probably a remake of the hybrid not a mericlone.
Basket vs Vase, well, this depends on the hand that waters. Ascocendas don't usually like to stand in water. I have a "heavy" hand on watering so all my vandaceous are in baskets, either wood or plastic without any media so they can dry out rapidly (plastic dries faster).
When repotting place the roots in a container with water for a couple of hours untill they feel more flexible, the slide them into the next size basket trying not to break many roots. In plastic basket I don't usually repot, just let the roots hang out. Hope this helps you
