Default Impatiens psittacina - Is This An Orchid?

Someone sent me this. Is it a joke. They call it a Parrot Flower. Is it an Orchid? Here is what they say:
"This is a flower from Thailand.
It is also a protected species and is not allowed to be exported.
This may be the only way we will be able to view this flower."

No, it is not an orchid. I have heard of this, but don't know much about it.

It's not an orchid, but is pretty! I only heard the name, but know nothing about it. You get to enjoy it!

The leaf structure also indicates that it is most likely a dicot, so it rules out being part of the orchid family.
