Bulbophyllum maxillare is the name which has to be used for this species, because it is the oldest validly published name. Those are the rules of botany, no argument. These rules are written in the International Code of Botanical Nomenclature, which is published every 3 or 4 years.
The specific epithet is from the Latin "maxilla" and is referring to the shape of a jawbone, and in this case it is referring to the shape of the labellum (as fanciful as it may seem.)
