Lijun - don't forget that light intensity falls off with the inverse square of the distance, so that as bright as your streetlights are, by the time the light reaches the plants, it's a tiny fraction of that intensity. Another part of the problem is that the human eye adjusts very well, so light that is in all probability not detected by a plant is still quite visible to us.
