I would not agree with that diagnosis, but to name a plant when there are no flowers visible needs a first class crystal ball. Come back again when there are flowers, and you will do better !

You posted this same pic weeks ago on another forum. Hasn't it progressed since then?

No progression. In fact, it has looked like this since I got it. roots are fine, I give it lots of indirect, bright light. Any suggestions on what I can do to move it along??

Someone on another forum suggested Epidendrum ciliare, and I think that is probably correct, or at least close. That species usually has 1-2 leaves, sometimes 3, so this plant or at least this growth is a little unusual, but the bracts on the spike are pretty distinctive now that I found some photos for comparison, though more prominent than I expected.

Peak blooming season for the northern hemisphere is the next couple months, though it can bloom at any time. That spike is probably full size and a bud will emerge from inside each bract. Perhaps it stalled if it had a change in conditions or location. I don't know what might push it, but it doesn't need any particular seasonal changes in care. Bright side of typical Cattleya alliance light, 70-80F days, 55-60F nights, maybe just a bit drier in winter. Just give it time I guess.
