    soap does work as an emulsifier of the oil in water. The product I usually buy is labeled as ultra fine horticultural oil.

    Why would importing neem oil be a crime??? Is the tree endangered?

    I think it is not the neem oil per se, but it's use as a pesticide that is banned. To be honest all the technical legal speak confused the hell out of me. Just understood Neem Oil as pesticide BAD, as cosmetic Jolly hockeysticks!

    Bizarre, anyway, like most governments they don't tend to actually give full and comprehensive explanations..

    Absolutely right- soap is a surfactant; it helps to break up the molecules and make them able to penetrate more :-)

    Well, I can't say that I actually use it very often myself, but I keep finding myself wanting to write Amercanisms, like "Way to go" and "Go figure", which I don't use in my daily life either, so I thought that I would mentally chastise myself by coming out with some really hideous corny lines.
