Default How close from bulbs to Phrag bud?

I have a Phrag. in bud that continues to get taller and taller. I honestly thought it was done but this morning I woke to find that it has reached the space between the light bulbs. The shelf set up I have is beyond a pain to adjust without a second set of hands. I made a failed attempt this morning on my own so I decided to just keep the lights (4 HO T5's) off for the day. I didn't know if they could burn the flower bud.
My question is how far can the lights be from the bud/flower? I'll get some help to adjust the shelf and raise the lights tonight or tomorrow.

I raised the lights more and lowered the plant. I think I had 3 blooms before cutting the spike. I'm not sure if it would have put out more buds. The buds were never perfectly formed but I think it was due to an issue of lack of water than heat. I'll be better prepared for the next time around
