    This looks different from the usual new leaves appearing at the top of the stalk - is it a flower sheath? Any guesses what species this might be?

    Yes, seems to be an Epidendrum, and that is a spike coming. There will be a fair chance of identifying it when it blooms if it is a species. If it is a hybrid there is virtually no chance of identifying it.
