Urgh, I had that on one of my Paphs earlier this spring. Nasty stuff kept spreading even after a couple of applications of Phyton 27. In the end I used Dragons Blood and that seems to have stopped it now, thankfully.
There is no Chlorine in Physan. Bleach can damage plants. Physan doesn't even damage small seedlings when used at the proper dose.

I am also fighting something similar with my paphs.
I would get some healthy new growth and all of a sudden the leaves turn into mushy eggplant purple.
I have been treating with physan 20 and cutting off the affected leaves but I am afraid I might run out of healthy tissue before long and the plants would not survive.
