Well, the lights are actually inside. I've adjusted the setup to where it's about 10 inches away from my plants. The plants outside are still shaded by a single layer of burlap - not because of light (they'd be fine without it) but because it shields them from the grasshoppers that love to eat them.

Anyhow, I'm amazing how high the F.C. are on your meter! My cheap light meter (it was literally only 10 bucks) read absolutely nothing when I put it directly up to the lights. I guess it's garbage? It should've read something...it does when it's exposed to actual sunlight, though. This is just a for little extra light throughout the day, like I said, because western windows don't see much light until later in the afternoon when the sun is blasting right through the window.
