Yes, it does look like a new growth. The plant looks healthy, just keep the moisture even without being soggy and I think it will do well assuming normal good care. You haven't said anything light or fertilizer.

The wonderful thing about paphs, and the unique thing too, is that they can produce new roots on a growth at any stage. I have found that if I am doing it right, re-potting encourages new rooting, and - within reason - I can hardly repot too often. And I write as a a grower who held the UK National Collection of Paphs for some 20 years. No, I am not showing paphs to you among my regular posts ( now) as I only have one greenhouse, and ( sad to say, getting a bit bored with slipper orchids) I have adjusted conditions to suit other orchid groups which are of more interest to me currently, so they are not wonderful for paphs, although I still have a fair number.
I have also found - which may be relevant to you, hat when I grow them badly, they don't flower at all ; grow better, and they grow and flower with mishapen flowers , and to get perfect flowers , suitable for showing or even awards, one has to have perfect culture ; and not just perfect for 5 minutes, but near perfect for several successive seasons.
But hey, if you have rescued it and go it to flower at all, you are on your way.
