I think your problem is more likely to be not enought light. Even though it seems bright, any light coming through glass block might be too filtered and low to of much good.

Would a glass block window offer enough filter against direct sunlight that it would be safe to keep a couple Phals & not worry about burn?

Ok. I wasn't sure if glass block acted like a regular window with light coming through. I'd rather low light be the problem than worrying about leaf burn. I'll keep watch for any signs of not getting enough light. So far they seem to like the location. That window gets the majority of the days sun.
You can always feel the leaf to see if it is getting hot. If it is, then your orchid could get sunburn. Hopefully it is just enough light to get you lots of blooms.

The leaves weren't hot when I checked over the weekend during the day. And I just so happen to be getting blooms on one of them!
