open any picture:
Step 1. Duplicate your background layer by pressing command (ctrl) J.
Step 2. Go to the top of the layers palette and change your blending mode to "Overlay". and reduce Opacity to 75%.
Step 3. Now with your top layer active go to Filter > Blur > Guassian Blur.
Step 4. You should have a window like the one below and use a radius of 8.5 pixels and press OK.
Step 5: pressing command Ctrl + U = Hue/Saturation and in the Saturation box put +5 and press Ok.
Final result.
