    Default stunted growths spiking

Hi all! I have an Oncidium 'twinkle' that I recently (within the last four months or so) "mounted". It was in pretty sad shape when I got it. It's now growing great roots. The two newest growths are spiking, but they are TINY. At most, they are half the size that the supporting pb's had grown to. Do these plants spike before the pb has matured or is this stress related? I would rather prevent the blooming if it will help the plant in the long run. I am attaching a pic...

Yes, the spikes begin to appear on the new growths before the p-bulbs are fully formed. In fact, as soon as I see a new p-bulb forming, I start looking for spikes.
