Yikes, that doesn't look good at all! Did the blooms open with these streaks, or did they develop as they got older?

These look like old blooms fading away, but which seem to have been wet for a long time and are decomposing rather than drying. Doesn't look like virus to me, get it tested if the opened like this, bu still I would bet my money on a fungal infection rather than a viral one because viral necrosis and color break is rather different.

-Is this a splash-petal cattleya?

It opened fine, but about 2 weeks or so, the brown markings appeared...
Yes it is a splash petal one and the flowers are not that old. About 2 weeks as I said. Maybe it got too cold as I got this as a blooming size from a online vendor, NOT IN BLOOM BUT IN BUD plant. This bloomed recently.
The flowers do not have any flower break so good, but the leaves do have uneven coloring, It is light green and turns slowly to a dark green in the middle. I worried because the plant had many leaf-cut bulbs and 1 has a black streak down, It is a vigorous plant and the plant is almost lift up by the roots.
I'm most worried by the "viral necrosis" brown markings, it was the same symptoms as in my research...
I'll try the fungus thing, too.

If the flowers looked good when they opened, as I think you're saying, I would doubt that it's a virus. Also orchids with virus are not vigorous growers. They grow poorly. My money would be on a fungus. There are some fungii that are a problem during cool weather. It wouldn't hurt to test the plant though for virus though.
