As you can see, there seems to be a new root growing from the bigger older one. Is this normal? Should I do anything about it?

It's very common. I have several like that.
Not a problem. Orchid growth (Spike, root, leaves) is good. No worries.

Phals are known to do this to seek out moisture they have nodes along their roots if they break then it will produce side roots as indicated in your picture. I see its growing a new leaf also it must be going through its active growth cycle lookout for more roots and leaves! Its perfectly normal and looks very happy
