Gurj, it is not a Cattleya maxima, Cattleya maxima is a unifoliate species, I think it will be most probably a hybrid. Secondly the tiny root you see is not from the new growth, it is from the same old growth from which the new bud is developing. Even though the developing bud is a good sign, I am not sure if this growth will be better than the previous one. If you take care of this new growth correctly then it will produce new roots after it matures, so then the next new growth will be definitely better
