What is the sphag and bag method? Just curious and what is supposed to do? Encourage root growth?

The sphag and bag method is to encourage new roots and new shoots and keep the plants moist but not wet...

Where to I get sphag and how wet should it be? How do you keep the flower up right, you just don't lay it down on the table do you?
