you may add a tiny little drop of detergent to help them "sink". turning the bottle upside down intermittently may help them to sink but they usually sink by 4 yo 6 hours.
EXCEPT
but i do have experience with some seeds that just do not sink! i am not sure if those seeds are non viable or just by coincidence, i just happens to have ONE germination out of the hundreds.

That was the correct advice. A surfactant helps break the surface tension and wet the seed so it can sink. If it still didn't sink there is a good chance it is empty chaff with no viable embryos.
