Looks like a basal keiki. Basal keiki can happen in two scenarios, one the plant is very happy and second if the plant is stressed and crown is infected and is trying to survive through a basal keiki. I am hoping it is the former.

My Vanda which has not had any new growth in roots is now sprouting something but I don't know what it is. Any ideas? Note: I just brought the plant inside from a full day of sun, roots are dry. I bucket water it twice a day, leaves are sprouting at the top and are a nice green, not too dark, not too light. Fertilize weakly, weekly. Thanks in advance for your responses.

Can't say that it's very happy as no roots are growing, but leaves are. Don't see any crown rot but will look closer when it's outside tomorrow. If it is a result of stress should I remove it when it matures to create a healthier plant? Thanks.

I think Sriram hit the nail on the head with the happy plant thought. The tillandsia all over the roots is maybe helping them retain moisture so if there is no need to search for water then energy can be used to send out new vegative growth?

A better picture of the root and leaves would help. Healthy plant, should have a) proportionate and healthy root system. Healthy roots are white/grey with active root tips. longer the root tip, healthier and better b) leaves are wrinkle free and are stiff and shade of granny smith apples.
Crown rot? It's always had this black stuff that dissolves if I spray a little peroxide.

Overall the plant has looked the same, with some dessication of roots due to winter, dry heat in my home. Hopefully with summer here now...

Vanda looks ok. I would remove the Spanish moss as most of them seem dead. Just that the roots does not appear to be in best condition but I think you can use kelp to promote rooting
An awful laot of dead roots there ; I would lay off the water into the pot, let it all dry out for a few weeks.
The keiki - not sure if that is correct usage of the word ; the plnt is naturally forming a clump. It is a new growth. Do not take it off ; it will not like it.
