I have two Phalaenopsis orchids
For some reason can’t regrow spikes
They are both on a window sill facing west
Temp 60-70 degrees Humidity 50-60%
Water level is medium
Fertilize when I water
Any help would be appreciated thank you

Most phalaenopsis grow best when really hot and humid. Your conditions are too cold, in my opinion.
They will not reliable initiate new inflorescences, however, until they have been exposed to about 2 weeks of an average growing temperature reduction of 10-15F, then returned to the warmer conditions.
Be clear it is a reduction in the average growing temperature, not a day/night variation as many will tell you.
With your current 60-70 range - and average of 65 degrees - that would mean you’d have to expose it to a couple of weeks 50 to 55 degrees, and I try my best to never let phals get that cold.
