What do breeders do with a desirable grex (am I using the term correctly?) of unknown parentage? If the plant is vigarous, and the bloom outstanding, but the father's identity ios questionable?

    Mark,

Unknown parentage anywhere in the line means the flower isn't awardable. Hence Murray's answer.

Breeders seek to establish their credentials with awards. There are some nurseries that sell NOIDs to grocercy stores, but they don't count!
