I believe that would be the beginning of a new growth (or "fan"). Paphs generally have their flower spikes emerging from the center of the growths, not the bottom sides like Phalaenopsis orchids do.

Has this paph flowered from the existing growth yet? If not, it may still do so. I've seen paphs flower on older growths while in the middle of growing new ones, so this doesn't necessarily mean your paph won't flower on the existing growth. It may just want to start a new one first.
