Orchid not wanting to come out of dormancy?

I have this one orchid ( Laelia Flava var. sulina) that just won't put out a new growth!! It's been approximately 8 months since the last growth finished developing and since then it has done nothing. I stopped watering it and moved it to my cool windowsill ( during the winter) after it had finished growing last year. And around Valentine's Day this year I moved it back under my lights where it gets intermediate/warm temps. I would water it but all the roots dried and desicated while it was in dormancy, so there would be no point. The psuedo bulbs and leaves are looking very dry and shriveled and I'm worried that it will die from dehydration. Anyone know how I can trigger it to start growing and put out some roots?

Increase the humidity around the root zone up to collar region of the plant by putting the plant in large and deep vase with some water at the bottom of the vase.

I went through the same thing with a flava and know a couple of others who did as well. One of my 1st ventures into the cattleya alliance. I have never seen one exhibited at any shows here and only know of one that is doing reasonably well. That one is in a greenhouse under lights to extend the day length. I don't think they like their root system to overheat so try what Prashant suggested but I think it has something to do with the length of our winters. I'd appreciate it if any members living at about our latitude and having success with it would post pictures and secrets.
