Tiny bugs and white substance in pot?

Hi

I have seen a lot of tiny white bugs - so small that they are just moving specks - on the bark around my orchid and there is a strange white cotton-candy-like substance growing in the pot (it’s about half way down I can see it through the sides of the clear pot). I have mixed some neem oil into the water when I watered it this morning but what else can I do?

Posting some pictures would be help to understand the situation. Those tiny white bugs most probably mites which indicates that the bark is decomposing - most probably time to change to fresh bark. Can't imagine about the cotton-candy-like substance though.

I am glad Azizan brought this back to life, I thought I had caught up on post the last couple of days.

I would agree the media is old, you need to get this orchid out of the media with a good wash off of any media around the roots, maybe a good soak for the roots, carefully, don't want to damage the roots! Photos will help pinpoint the problem.
