Is this onc sunburned or is the browning pseudobulb a sign of disease?

Looks like high light levels. I would say 'sunburn' but not really a burn, just a bit of a tan.Is this an oncidium with a reddish bloom? If so, that might be normal if it gets enough light. Some orchids that have blooms that are red to dark purple will sometimes have a reddish tint to part of the plant. Hopefully, that is all it is.

The leaves look great. Too much sun and I would expect the leaves to have suffered.
I agree with both BD and Joe. I am surprised to see only one p-bulb and a remnant of a spike. Usually 3-5 p-bulbs needed for these to bloom. Is it a recent division?
Probably a recent division- I bought it that way not knowing it should have at least 3 p-bulbs. It was partially in bloom when I bought it. The blooms are brown & yellow "sweet ears." The other side of the p-bulb does not have the same brownish tint.
BTW- there is a smaller, dead p-bulb on the other side of the main one. There is also some new growth coming out of the lower left side of the main p-bulb. Is there anything special I need to do due to the lack of p-bulbs? This plant is normally outdoors, but with all the rain and temps in the low 40s, I brought it inside for now.
medium bright light should do it fine. I did notice the new growth starting.
Ok, finally got the picture uploaded and here! This is the latest pic of the onc. I was wondering why the new growth looks so different from the old growth? Silly question, I'm sure, but is this how a new p-bulb starts out?

The brown spots are not squishy.
The new growth died.Do I need to remove it, and if so, how?
