This is right and this should be valid in ALL country that acknowledge CITES in total.
The seller should arrange for phytosanitary certificate and the cities certificate while the reciever should get an import permit from his or her country.
This is for private import. When a nursery go to an exibition there is often special arrangement for the paper work .
Then there is local interpretation of CITES rules all over the place as the CITES directive can be implemented to different level and in different ways in each country.
