In my experience, if a bud sheath has turned brown and dry without producing any buds, and a new growth has developed with a green sheath, and buds are forming inside, that old growth will never bloom. At least, they never do for me. It happens sometimes, and when it does, I just pull the entire old sheath off.
I don't think it's a fertilizer issue. I have a feeling it's more from either sudden exposure to temperature extremes, or overwatering.
