Will a masdevallia hybrid be likely to bloom from the base of an current-year-growth leaf if that leaf has been mostly cut off but the stem left intact with a "bit" of leaf base still attached?

Just wondering if the loss of the leaf itself impacts the development of the spike that would normally grow from the base leaf sheath.
