This is my Paph. Jogjae and it's in pretty bad shape. Is there any way I can still save this guy? I don't see any new roots or growths developing at all.

The roots look dried out to me. I would trim off the dead ones and put a tiny bit of sphag around the remaining roots and pot in a smaller pot with fine bark leaving the bottom open (maybe some packing peanuts) for air circulation.

yep. Those roots are goners. It looks like the plant itself might have some sun damage as well. Make sure and keep it shaded while it recovers.
I don't know if they look dessicated or rotted from being too wet?? It is tough to get a whole new root system on a Paph but it can be done. Do as above and keep in a humid, shaded environment.
The leaves had some shipping damage from when I got it. I'll chop it up a bit and see what happens in sphag where it's more shaded. I hope I can pull this one out of the fire.
I've just repotted it this morning. Only a few roots that passed but it's going to be tough to get this guy back. I did see something green coming out of the base of the current fan so hopefully it's a root or new growth; not sure what I'd prefer in this case since a growth wouldn't have sufficient root support and a root wouldn't necessarily mean that this guy would make it.
It does look pretty cute in it's make-shift pot.
keep it shaded and humid...and hope for the best.
Actually, in cases like these new growth is my best sign - they usually put out new roots much quicker on new growths. I find it much harder to convince old growth to start roots again.
That looks like root rot to me. I am not a fan of plastic or unnatural materials. I think the repotting you did will help. Let the roots dry some and I would use a spray bottle on it every other day. Keep is out of direct light, but keep it warm. Maybe near a window where it never gets direct sunlight, but comes close.
