Is this normal for dend?

I have this little Dend. Little Diamond compactum (I am sure about the name but it is on the tag). It's a small dend, only about 6" tall. I noticed something new was coming out at the top of the cane, so I assumed that I had spike. Instead, I have two new baby canes (keiki?) on top a cane.

Is this normal? Is it something wrong about the culture it doesn't like?

I don't think anything is wrong with your culture at all - dends produce keiki's frequently. Sometimes if they aren't getting enough light, they will produce keiki's instead of blooms...where do you keep this guy?

It's on the same shelf where I keep catts, so it should be enough light. However, it sits behind a catt, maybe some light is blocked by the catt.

This is my first seeing keiki growing from the top of the cane. I guess I will the keikis there until I see some roots.

Some dends have lots of kekies. Give it time and you will have some roots and will be able to remove it from the mother plant and pot it up. Makes great trading product to help grow your collection.
