Yes, you can seal the cut with a jell if you wish. It should be fine without too.

Q.look at the begınıng leaf ıs green whıch ıs rıght .but second leaf yellow ıs normal ok?

I think the orchid looks normal. The yellow is probably just natural die off, but like I mentioned it could be due to over-watering. Let the orchid dry out more and see how it goes.
