is this a fungus or a bacteria???

Hello everyone!!
this summer one of my phals developed this infestation/infection
it seems to be limited to only one plant but it attacked the developing keikis too, though they seem to be growing at similar rate as the other keikis (I got at least 20 keikis this year)
I sprayed it with a broad spectrum anti-fungal agent ant it seemed to stop for now
I could use your advice


another plant has this discolorations on the backside of the youngest leaf. I wonder what it is???
