Oh! Ok...This one I know! (Dend. anosmum, aka Dend. superbum)..although you don't really want to think what the namer was into on that last one!
Water and fert throughout the growing season like crazy. In the fall when the leaves start to brown and drop (it's deciduous - don't freak), stop watering. Wait until the first signs of growth in late winter/early spring to resume watering.
The flowers will pop out of the bare pendulous canes soon after that. (With luck...)
