The only registered Phaleanopsis hybrid with Ruby Red in the name is Phal. Bedford Ruby Red. Your plant could be that hybrid, or could be some other hybrid, registered or not, with a cultivar name of 'Ruby Red', or it could just be a marketing description. There is no way to know.

Stable pelorics are genetic, and are definitely propagated for that reason. Not to everyone's taste, however. Peloric flowers can sometimes be caused by environmental or developmental problems, and those will not be stable. Yours is almost certainly of the deliberately propagated kind.
