I would say that because of the layers of roots circling the bottom of the pot. They would start to smother each other. That would be my decision, but maybe your phal is perfectly happy.
Actually I was planning to repot but it is continuously in bloom, I didn't want to interrupt. Not that much for the roots (but good point!) as it is falling out of pot. Ok not falling literally just growing out of the pot - leaning pendant (?) similarly to Phal philipina, schilleriana etc., leaves growing vertically like if instead of growing in a pot I was growing it mounted. I'm not sure I explained it well, I know a photo would do better but right now I don't have any in my phone)
