I am a bit more relaxed after reading your message but FYI, she has roots, 4 roots not many, but the signs of dehydration do not go away and I keep her watered.
Though she is in SH , I do not keep the reservoir full , so she can dry out the roots. (I agree she is over potted ) but I am afraid of messing up with Catt roots (I am very unexperienced).
My fear is the yellowing (like a wet stain on the base of the leave) and the darkness at the base of the PB. If that is OK than I hope she eventually recovers from the dehydration (she arrived like that from transport).

You probably won't be able to plump those old bulbs up much at all, once they are that shriveled. Four roots is not very many to be supporting all of those growths. Make sure to let them dry completely between, but do keep it hydrated. It will probably lose all the roots that were there before you repotted it, so you'll be relying ono your new growing roots in the future. Try a seaweed supplement if you want to try and stimulate more root growth. Also, the older growths will probably lose some leaves over time. There will be a general yellowing and the leaf will drop at some point. I wouldn't worry too much if it's the oldest bulb, unless it's getting all soft and watery if you squeeze it. Then you may have a problem. I've never dealt with bacterial rot before, so I don't have any advice from personal experience. I also discard plants if they are very diseased. I just don't want anything aggressive in the rest of my collection.
