Looks like you have new growth on your cattleya in the photo. Just to the left of the roots is the most prominent new growth. This will continue to grow and finally bloom for you. Cattleyas will only bloom from their new growth.

Regarding the name: Yes. Until the cross is named, you would use the full name when referring to that particular orchid.
