Oh, sure. I have seen much worse looking phals come back to life. We had a tiny, orange colored phal that I did not think I could save. There was only one leaf and very few roots. Soon, the last leaf came off so, no leaves and just some roots in sphag. I put it on the potting bench under some cattleyas and oncidiums that had 'problems' and mostly forgot about it with my busy schedule. It grew a new set of leaves out the side of the plant next to where the last leaf fell off. I basically just watered it and kept in in low light conditions. It put up a spike with one bloom that year.
You phals could make it. Give them time and keep doing what you are doing.
