Default can I cut back a Jewel orchid & restart it?

I have a Jewel orchid, it's about 17" high. I was wondering if I cut the plant back & stick the stems in the soil would they grow? I was thinking it's so lanky & I wanted the plant be filled out . Is that the right way or stick the stems in water?
It has never flowered. It's about 2 yrs. old.
    Thank you
