This is Strelitzia nicolai the Giant White Bird of Paradise native to coastal forest and thicket of eastern South Africa from the Great Fish River northwards to Richards Bay. It is also considered native to Mozambique, Botswana and Zimbabwe. If you look at its range you will see that it is not going to flower in MN it needs short nights and long days and temp ranges in the 10 - 35 deg C range plants require many years of growth before they begin blooming.
