I only snip the sheath if it is filling up with water which will rot the buds. I will make a small snip toward the base just enough to allow the moisture to drain.

When I provide assistance to the orchid, it is as a last choice. And then only enough 'help' to minimally fix the issue.
I have to cut a corner off my noid Catt. On my very first blooming season I lost the whole sheath full of buds due to excessive moisture. Ever since then once I see that the buds are developing good, I snip the corner. This season I still lose one.

I always celebrate when I bloom the entire group of buds without losing any.
Actually, sometimes the only thing to do is to manually open or cut the sheath. The same goes for buds - sometimes you just have to help them out to open. This is also something you learn after having a particular plant for some years.
