The only issue I would have with it is the water drain from the greenhouse will stain the concrete patio as it is draining.

My mom got one of those seasonal greenhouses that you put up for winter. I helped her put it up on a brick patio. It worked fine for her citrus trees. On really sunny days, it could get quite warm, and the window vent would have to be opened. There's plenty of greenhouse information on the net including pvc plans and stuff. Good luck!
I would consider a base of crushed limestone rather then pea-gravel. My parents built a greenhouse last spring and used crushed limestone; once it's compacted it won't shift under your feet like pea gravel will.
