Default Impatiens psittacina - Is This An Orchid?

Someone sent me this. Is it a joke. They call it a Parrot Flower. Is it an Orchid? Here is what they say:
"This is a flower from Thailand.
It is also a protected species and is not allowed to be exported.
This may be the only way we will be able to view this flower."
