Do the black spots rub off and end up as black powder on your hands? Or does the entire plant have black "freckles"? If it is powdery and rubs off, you need to spray with Physan or another fungicide. If the spots are more like freckles; high light can cause freckles on oncidiums. Hope this helps...
I agree with Connie. These tiny black spots or freckles are often seen on oncidiums when they get enough light to bloom.

Yes, looks like high light freckles, normal on older leaves of the oncidium family.
