    how does one transfer a mounted orchid onto a new mount when the original has rotted and is falling apart.? say the original mount isn a branch, twig or cork that is rotting

    Most of the time, if possible, just tie the old mount to the new one and let the orchid grow.

    It depends on how much the old mount has rotted and how large the plant is? You might want to divide the pseudobulbs (I am assuming it is a sympodial orchid) and plant them on new individual mounts. If you want to keep the plant intact, you can do as Bruce suggested, or you can simply put the plant in an empty basket and care for it as if it was mounted.
