Could my Catt be in sheath?

Just noticed this on the newest growth on my Lc Taida Swan 'Swan' (Mildred Rives x Spring Squall). Could this be a sheath or is it something else? This is a very new growth that hasn't developed a pseudobulb yet so I'm not quite sure what to think as I've never had a Catt in bloom

Congrats!

You have a sheath--the flower will not be far behind. If you notice, the sheath is producing lots of orchid honey--drawing ants and future pollinators already! A lot of catts also produce roots from the newest p-bulb at this time (I see yours is doing that now as well.) The new growth is light green in color and looks a bit purple-speckled, which is a good sign it is getting enough light.

I traced the maternal part of the cross back a bit and the first species I found are mossiae, gaskelliana (summer bloomers) and trianae (winter bloomer). I bet you have flowers in the late Summer/early Autumn.

I wanted to repot it though, do you think it'll be okay to do it?

The best time for repotting is when the newest p-bulbs begin throwing a root flush. I'd say now is a good as time as any considering the plant will be quick to establish when new root growth is evident.
