give it bright light but not full sun, decrease water in the winter and withhold fertilization. It doesn't get a totally dry rest though. It is a cool to hot grower, so you don't need to worry about temps except for the winter when it needs constant cool temps. I would keep it at 55-60F for the winter. It can bloom at any time of the year but mid winter is the most common blooming period for this species.
You may find more info if you google Dend subclausum, which I think is the accepted name of this species. It is in the Section Calyptrochilus of Dendrobium.
btw I would have expected leaves on this years growth. It usually blooms on the previous years growth.
